Most best recruitment CRM lists were written for a global or US audience. If you run a UK agency, that leaves real gaps. UK-focused products such as Firefish, itris, Voyager Infinity and Access often sit outside global shortlists. So do the criteria that decide a UK deal: temp pay and bill, AWR and IR35 handling, UK GDPR data controls, and whether a vendor will show you a price.

This guide fixes that. We scored ten recruitment CRM systems on the jobs a UK agency actually hires software to do, using each vendor’s own pricing and product pages as evidence. Where a vendor keeps its price behind a demo, we say so rather than guessing. Where a price is public, we quote it in the currency the vendor publishes and never convert it.

If you want the broader, global picture across in-house teams and agencies, our roundup of the [best recruitment CRM software](https://www.leonar.app/blog/best-recruitment-crm/) ranks the wider market. This page stays narrow on purpose: the best CRM for recruitment agencies in the UK, and how to choose one.

## How we scored recruitment CRM systems for UK agencies

Agencies are not in-house teams. You manage two relationships at once, candidates and clients, and you get paid on placements, not headcount. So a UK agency scorecard has to test more than a feature checklist. We weighed each system on eight things that decide the fit for a UK desk.

- **Dual candidate and client records:** one workspace for candidate management and business development, not two disconnected tools.
- **Deals and placements:** pipelines for perm fees and temp margin, so you can see desk economics.
- **Sourcing and outreach:** how well the CRM finds and contacts candidates, especially on LinkedIn and email.
- **UK temp handling:** pay and bill, timesheets, and support for AWR, IR35 and the Working Time Directive.
- **UK GDPR data controls:** retention rules, deletion and anonymisation, and clear data processing terms.
- **Pricing transparency:** public per-seat pricing versus quote-only, and which currency the vendor uses.
- **Migration and export:** how easy it is to bring data in and take it out again.
- **Evidence quality:** what the vendor publishes openly versus what only a sales call reveals.

That framework runs through every review below. To see how the two sides of an agency workspace fit together, our guide to [candidate CRM versus client CRM](https://www.leonar.app/blog/candidate-crm-vs-client-crm/) explains why agencies need both in one system.

## The 10 best recruitment CRM systems for UK agencies

### Leonar: LinkedIn-first sourcing and CRM with public pricing

Leonar suits UK agency recruiters who live on LinkedIn and want sourcing, outreach and a CRM in one workspace instead of three subscriptions. You authorise an import of your LinkedIn profiles, projects and Recruiter history, search across your own database and live LinkedIn results, then work candidates and clients through pipelines, deals and notes in the same place. Multichannel sequences across email, LinkedIn and WhatsApp, a unified inbox, and AI sourcing sit on the Professional plan.

Pricing is public, which many UK agencies value after a round of quote-only demos. The Starter plan is $119 per user per month, or 99 euros, with an annual prepaid rate of $95 or 79 euros. Professional is $199 or 159 euros.

Billing is in USD or EUR, set at first payment, so Leonar does not publish a GBP price. There is a [7-day trial](https://www.leonar.app/pricing/) with no card required. Leonar does not run temp pay and bill, so a heavy contract desk will still need a payroll tool alongside it.

### Bullhorn: published entry plans with quoted higher tiers

Bullhorn combines agency ATS and client management at its entry levels, then adds recruitment CRM, AI and automation on Pro. Its [official UK pricing page](https://www.bullhorn.com/uk/pricing/) lists an app marketplace with 300+ partners on Core. For front-to-back staffing operations, [Bullhorn One](https://www.bullhorn.com/uk/bullhorn/) documents time capture, billing and pay workflows.

Starter is £80 per user per month and Core is £120. Pro and Max require a quote, as do separately listed products such as Middle Office and Recruitment Cloud. Compare the tier and implementation scope in writing. If you are weighing an ATS-led versus CRM-led setup first, our [ATS or CRM guide](https://www.leonar.app/blog/ats-or-crm-what-is-the-best-software-for-recruitment/) is a useful primer.

### Vincere: a global platform owned by Access

Vincere, now branded Access Vincere Evo, is a global recruitment platform. [Vincere’s company page](https://www.vincere.io/about/) records that it joined The Access Group in 2022, but that ownership does not make the product UK-native. The core platform combines ATS, CRM and analytics for perm, contract, temp and executive-search agencies.

Current Vincere pages do not give a public per-seat figure, so request a written quote. Its own documentation shows [Pay and Bill settings](https://help.vincere.io/en/articles/9490404-pay-and-bill-settings) for rates, compensation and invoices. [TimeTemp setup](https://help.vincere.io/en/articles/3124391-setting-up-timesheets) covers timesheets and rules for automatic timesheet and invoice generation. Confirm which modules are included in your quote.

### Firefish: candidate attraction built into the CRM

Firefish is a UK recruitment CRM that combines candidate search, communication, automation and job distribution. Its [current pricing page](https://www.firefishsoftware.com/pricing) describes Core for permanent recruitment and Scale for permanent and contract desks. It also says Firefish can support permanent, contract and temporary workflows, including temp availability and shift scheduling.

For pricing, Firefish uses two official surfaces. Its [feature guide](https://content.firefishsoftware.com/product/firefish-feature-guide) publishes annual-billing prices of £80 for Basic, £90 for Professional and £105 for Enterprise per user per month. The live calculator builds a tailored Core or Scale package and lists add-on modules from £150 per module. Ask Firefish to reconcile the plan names and include every module in the written quote.

### Recruit CRM: a clean workflow for boutique and search agencies

Recruit CRM combines ATS, CRM, candidate sourcing, deal pipelines and invoicing for recruitment agencies and executive-search firms. Its [official pricing page](https://recruitcrm.io/pricing/) presents Pro, Business and Enterprise plans and describes the feature boundary for each tier.

Rates on that page can vary with the billing toggle and locale, so check the live figure for your account rather than copying an old number. The page lists invoicing, but it does not describe a full UK payroll engine. A temp agency should verify that boundary in a demo. Our roundup of [Recruit CRM alternatives](https://www.leonar.app/blog/recruit-crm-alternatives/) covers similar tools.

### Recruiterflow: AI-native agency workflow at a public price

Recruiterflow is a global ATS and CRM for search firms, with outreach and recruitment automation. Its [official pricing page](https://recruiterflow.com/pricing) publishes the Platform plan at $149 per user per month and quotes AIRA separately. Recruiterflow can bill in GBP, but its public headline price remains in USD.

The pricing page lists ATS, CRM, multichannel sequences and sales automation, but not UK payroll or pay and bill. Contract-heavy desks should confirm any required integration before choosing it.

### itris: a configurable CRM built for UK agencies

itris has supplied recruitment software since 1998 and is based in Kent. Its [official product page](https://www.itris.co.uk/itris9/) documents candidate and client workflows, compliance, and native timesheet and expense management. Its FAQ says the cloud service runs on Microsoft Azure.

[itris pricing](https://www.itris.co.uk/pricing/) is tailored by team size and requirements, using a monthly per-seat model. The public product page proves timesheets, not a complete payroll and client-billing engine, so a temp desk should confirm that back-office boundary during the demo.

### Voyager Infinity: purpose-built for UK temp desks

Voyager Infinity is a UK system for temp and contract recruitment. Voyager’s [official Infinity and Mid-Office material](https://www.voyagersoftware.com/voyager-infinity-and-mid-office-by-ikiru-people-brochure/) documents booking workflows plus timesheet entry, validation and authorisation. Its [UK temp product page](https://www.voyagersoftware.com/recruitment-software-blog/voyager-infinity-best-for-uk-temp-recruitment/) describes AWR controls, rate cards, invoices and remittance files through integrated Mid-Office.

No current per-seat figure is public, so request a quote that separates Infinity, Mid-Office, implementation and any portals your agency needs.

### JobAdder: flexible and integration-rich

JobAdder is an Australia-origin ATS and CRM for agencies and in-house teams. Its [official pricing page](https://jobadder.com/pricing/) lists agency tiers by team size and includes temp and contract management. The page also lists paid add-ons and API access on eligible plans.

Pricing is tailored rather than published per seat. JobAdder’s [temp and contract page](https://jobadder.com/use-case/temporary-placement/) documents rates and placement management, while its integration catalogue includes payroll and billing tools. Ask which back-office steps stay in JobAdder and which require a partner.

### Zoho Recruit: a free entry plan with GBP selection

Zoho Recruit offers a forever-free plan plus paid tiers, and its pricing page lets you switch the currency to GBP. Because those figures sit behind the currency selector, confirm the exact per-user rate for your chosen edition on the [Zoho Recruit pricing page](https://www.zoho.com/recruit/pricing.html) before you commit.

The product separates staffing-agency and corporate editions, so confirm you are comparing the Zoho agency plan. Its public feature list does not describe UK payroll or pay and bill, which makes that a separate requirement for temp desks.

## UK temp desks: pay and bill, AWR and IR35

This is where a UK agency scorecard splits hardest from a global one. If you place temp or contract workers, your CRM has to connect to timesheets, payroll and invoicing, and it has to respect UK rules. The Agency Workers Regulations grant equal treatment after 12 weeks, IR35 governs contractor status, and the Working Time Directive caps hours and sets holiday entitlement. Getting these wrong is a compliance and cash-flow problem, not a feature gap.

Only a few systems here document the full chain. Voyager Infinity connects to Mid-Office, Bullhorn One covers time, bill and pay, and [Access Recruitment CRM connects to Access Pay and Bill](https://help-accessrecruitmentcrm.theaccessgroup.com/en/collections/15273660-integrations). Vincere documents native Pay and Bill settings plus TimeTemp timesheets and invoice generation.

Firefish, itris and JobAdder document parts of temp or contract workflow, but their public pages do not prove the same full payroll-and-billing chain. Recruit CRM and Recruiterflow document invoicing or agency workflow without a UK payroll engine. Leonar does not run pay and bill. Confirm the exact handoff in a demo. Our [recruiting agency tech stack guide](https://www.leonar.app/blog/recruiting-agency-tech-stack-2026/) shows how those pieces fit together across a full agency toolset.

## What UK GDPR really asks of your recruitment CRM

A CRM supports your UK GDPR obligations. It does not make you compliant. Your agency is the data controller, which means you still need a lawful basis to hold candidate data, a retention policy, and clear privacy notices, whichever system you buy. Vendors that promise to keep you compliant are overselling. What a good CRM does is give you the tools to meet your own duties.

Look for practical controls: retention rules, the ability to delete or anonymise candidate records on request, consent and audit tracking, and a clear data processing agreement. Leonar, for example, includes GDPR data-retention controls that let a workspace admin delete, anonymise or archive records per entity, with audit-log retention.

That is a useful tool, not a substitute for your own policy. Ask every vendor where its data is hosted and what its data processing terms say, and read them before you assume anything about residency.

## Public pricing versus custom quotes: what UK agencies actually pay

Pricing falls into three groups. Bullhorn publishes Starter at £80 and Core at £120 per user per month, then quotes Pro and Max. Firefish’s annual-billing feature guide publishes £80, £90 and £105 per user per month, while its live calculator prepares a tailored package. Recruiterflow publishes Platform at $149, Zoho Recruit exposes GBP plans through its selector, and Leonar publishes EUR and USD prices.

Vincere, itris, Voyager Infinity and JobAdder require tailored quotes. Recruit CRM presents live plan pricing with billing and locale controls, so verify the current figure in your session. For every quote, record the currency, per-seat price, contract length, implementation, modules and usage limits. That produces a like-for-like total instead of a misleading headline comparison.

## Where Leonar fits a UK agency desk

Leonar is not trying to be a temp pay-and-bill engine or a full back office. It is built for the sourcing and outreach motion, with candidate and client pipelines in one workspace, and it plugs into your authorised recruiter workflows on LinkedIn. For a UK agency whose growth depends on LinkedIn sourcing and multichannel outreach, that focus is the point.

The pitch is simple. Import your LinkedIn projects and Recruiter history with permission, let AI rank the results, then run email, LinkedIn and WhatsApp sequences from one candidate and client database, at a [public per-seat price](https://www.leonar.app/pricing/). The [recruiting CRM](https://www.leonar.app/features/recruiting-crm/) and [ATS for agencies](https://www.leonar.app/features/ats-for-agencies/) pages show how the candidate and client sides of the workspace connect.

If your desk is perm and search led and LinkedIn is your main channel, Leonar earns a place on the shortlist. If it is heavy temp, pair it with a pay-and-bill tool or choose a temp-native system instead.

## Which recruitment CRM should your UK agency pick?

Start with your desk type, then your size, then your budget. A heavy UK temp or contract desk should compare Voyager Infinity with Mid-Office, Bullhorn One, Access Recruitment with Access Pay and Bill, and Vincere with Pay and Bill plus TimeTemp. itris, Firefish and JobAdder also support temp or contract workflow, but confirm their payroll and billing boundary. A perm or executive-search agency can then compare Recruit CRM, Recruiterflow, Firefish, Vincere and Leonar on sourcing, outreach and client workflow.

On size, compare the plan boundaries rather than the vendor label. Bullhorn now publishes entry tiers for smaller agencies as well as quoted higher tiers. On budget, public prices shorten the first comparison, but only a written total that includes implementation and modules reveals the real cost.

Whatever you choose, demo two or three against your real workflow, confirm every quoted price in writing, and check you can export your data cleanly before you sign. For the wider market beyond the UK, our [best recruitment CRM software](https://www.leonar.app/blog/best-recruitment-crm/) guide compares the full field.

## Frequently asked questions

### What is the best CRM for recruitment agencies in the UK?

There is no single best CRM for every UK agency. For LinkedIn-first sourcing with CRM, outreach and public pricing in one workspace, look at Leonar. Bullhorn offers published entry plans plus quoted higher tiers. Voyager Infinity, Access Recruitment and Vincere document pay-and-bill or timesheet workflows for temp and contract desks. Firefish supports perm, contract and temp workflows. The right pick depends on your desk type, size and budget.

### Do UK recruitment agencies need a CRM that publishes prices in GBP?

Not necessarily. Bullhorn publishes Starter and Core in GBP, while higher tiers require a quote. Firefish publishes annual-billing seat prices in its feature guide, while its live calculator prepares a tailored package. Recruiterflow, Zoho Recruit and Leonar also publish prices in their supported currencies. Vincere, itris, Voyager Infinity and JobAdder require a tailored quote, so ask for a written per-seat figure before you compare.

### How does a recruitment CRM help with UK GDPR?

A CRM supports your UK GDPR obligations, it does not make you compliant on its own. Useful features include data-retention rules, the ability to delete or anonymise candidate records, consent and audit tracking, and clear data-processing documentation. Your agency stays the data controller and still needs its own lawful basis, retention policy and privacy notices. Treat vendor compliance features as tools, not a legal guarantee.

### Which UK recruitment CRM is best for temp and contract desks?

Temp and contract desks need pay and bill: timesheets, payroll and invoicing, plus UK rules like AWR, IR35 and the Working Time Directive. Voyager Infinity connects to Mid-Office, Bullhorn offers Bullhorn One, and Access Recruitment connects to Access Pay and Bill. Vincere also documents native Pay and Bill settings plus TimeTemp timesheets and invoice generation. Firefish supports contract and temp workflows, but confirm the exact payroll and billing boundary in a demo.

### Is Bullhorn worth it for a small UK recruitment agency?

Bullhorn publishes Starter at £80 and Core at £120 per user per month. Its pricing page places the recruitment CRM, AI and automation in the quote-based Pro tier, while Max is also quote-based. A small UK agency should compare the exact tier, contract and implementation support it needs rather than assuming Bullhorn is only an enterprise option.

### How hard is it to migrate off an existing UK recruitment CRM?

Migration effort depends on record volume, data quality, field mapping, attachments and the history your agency wants to preserve. Ask each vendor what its standard import includes, which records need paid migration support, and how exports work before you sign. Test a sample import and a full export before agreeing the cutover plan.
